The age should be up to the Guidelines of the publisher. Young adult novels are usually read by 12-18 year olds. However, if I was the publisher, if the 21 year old fit the story suited for that age group, it would be ok. Do you remember the movie "Big" with Tom Hanks? He was the adult protagonist in a little kids' movie.

While they are still considered to be young adults I believe that 21 is a little too old for this type of book. The problem is that to the target audience 21 is just so far away from their own age.
