I've fallen in love with a dress I saw in a television commercial (see video). How do I find out who designed the dress so I can search for it? Who would know this information?

The easiest thing to do would be to contact the press or marketing department of the company the commercial is for. Ask if they can put you in touch with the ad agency or production company who made the commercial as they will be most likely to know. Alternatively, if it's a large well known company you could search for something like "ad agency who made xxx commercial" and get in touch with them directly.
