Chances are that it is the Powertrain Control Module (PCM) that is causing this intermittant problem. I have a 2001 Monte Carlo SS and it is doing the same think. If your radiator fans are running after you turn off the vehicle and the check engine light comes on after three consecutive times that the gauge doesn't vary with the engine analyzer reading a low engine temperature error(the check engine light may come on after just one occurrence or as many as six or not at all), chances are this is the PCM.

I found this out after changing the temperature sensor and wiring harness that clips on it with original equipment and it still styayed intermittent so I did a google search and found an answer from a GM master mechanic who goes by the name of Dado.
