Both Mandelbrot and Julia sets are created by iterating the action: x -> x^2 + c But while the Mandelbrot starts at zero and varies c, a Julia set keeps c constant and varies the starting value of x. Each point of the Mandelbrot set corresponds to a Julia set. The Mandelbrot set cannot be considered to be a Julia set.
