  • There would be an effect which would change depending on the scale of the magnets and wires in question. A large system (large wire compared with the car and its velocity) will have a weak effect caused by the car, while a wire small in comparison to the velocity of the car would have a stronger effect on the EMF through the wire. The idea is that we assume that the car "readjusts" the magnetic field to be "pinched" into its body (assuming teh car is a block), because the earth's magnetic field causes the metal to "pull" field lines in from surrounding space. While no effect would be felt on a large scale, small scales could see a significant increase in the magnetic flux through the wire, especially if these "small scales" match the circumference of the car. The key of the moving car is that it creates a "change" in magnetic flux: the car pinches magnetic field together and increases flux as it passes through the wire, inducing a current.
