Yes, I think they should be asked to. For those who cannot afford health insurance, a percentage of their wages (say 20%) may be withheld for insurance purpose.

I don't think treatment should be kept from anyone, so no. I think all immigrants end up contributing to the economy in time.

If they purposley enter for the sole use of the NHS to get free treatment then yes,if they fall ill after arriving then no.
