Do you think the States really use the money for its intended purpose such as schools etc.?

I think it depends on what type of money it is. If the money comes from federal grants (from the national government) then probably yes. Categorical federal grants are given to states for a specific use and the states have to use the money the way the government wants them to or the money is taken away. Block federal grants are looser, there are guidelines that the government wants the states to follow, but the states don't necessarily follow those guidelines.

If you are talking about college, I doubt it. I am going to a community college and the price for books is outrageous; there must be some kind of scandal goingon.

Corruption is rampant. School money pays for hookers and drugs, while it appears to be going for books and lunches. Until the core thieves are exposed and made an example of the same old shit will continue to get worse.
