    I would have to say Andrew Johnson. He totally scrapped Lincolns plan for reintegrating the south into the Union, He allowed his business friends to go into the south and buy up all the lands (carpetbaggers) and he instituted the Jim Crow laws that denied blacks an education, and voting rights.
