Can someone tell me if I need to change my browser so I can rate answers or does that matter? I am trying to figure out why I have not ever been able to rate an answer.

We need to know which browser you are using to be able to investigate your question. I use Opera browser which works just fine.

If that answer has been submitted by a user that you have previously either ranked up or down a few times, then you lose the ability to apply or remove points to that user for a period of time. The higher rank you have, the greater the number of times you can rank a person's question or answer and the faster that ability returns. The ability to apply points to a user returns after a few days. This is in place to prevent abuse of points. No one can consistently rank someone down repeatedly nor can they rank them up that way. Changing browsers has no effect. The ranking ability is tied into your AB account.
