The city is willing to make this concession to help reduce it high unemployment rate. Calgary, Alberta, your company's other choice, has a low unemployment rate and is not offering any tax breaks. On the basis of just these considerations, which city would you recommend and why?"

thanks for the clarification somewhat. I'm still confused by your use of the word 'constantly'. Do you mean 'wondering'? If that is the word, then the question makes sense.
Since companies have shareholders and it's all about money, then the answer would have to Windsor as the city taxes would lessen the companies expenses which translate into more money and the shareholders will be happier! And I would be helping the people of Windsor as they do have a high unemployment rate so perhaps there would be some chances for employment.
