Months are not really related to the moon, unless you are working with a lunar calendar. The Jewish Calender is one such example of a lunar calender. The Babylonians worked with a solar calendar - one based on how long it takes for the sun to make its solstice/equinox trip through the heavens. The 12 months are based on the 12 most noted constellations that the sun passes through relative to Earth based observation. The modern calender adopted the 'moon' for 'month' in name only. Besides the sky is 360 degrees (a full circle), it is easier to divide it into 12 segments (30 degrees) for 13 that would be 27.69230769231 degrees.
