First, if I were you, I'd take some money and put it towards a grade 4 english class. Grammar and spelling in your answer - 'develment'? It's 'development'. However, I'd build 3 new hospitals, two to replace aging facilities. I'd do much more but your question asks for the first thing only.

First i would aim on getting the teenagers off the street, by developing an indoor skate board warehouse, Ice skating rink, indoor football arena, indoor BMX bike track, a skills learning centre, Big bouncers on the door for drugs and firearms checks if a badly behaved teenager was well behaved for a month, they get a free 1 week pass to all events. The price for each event would be as low as possible and fixed i say each event indoors because no matter what the weather wouldn't drive kids back on the streets, and i would encourage parents to make sure where their kids are at all times, a phone number would be on the club membership card so parents could check if their kids are at any of the events.

The first thing I would do is ask why the hell I didn't get that last dollar to make an even 100 million. After that, I would start to build hospitals, schools, parks, office buildings, the important stuff. Then, after that, I would build a skate park similar to the ones at the X-Games.

100 mil is not oo much when it comes to state funding, couldn't do much, build some road. But since I live in FL I would build more public tennis coarts, some fun place to play like paintball, and an hockey ring, doesn't have to be ice ring, and all free and able to be accesed 24 hours a day, think $100 mil could barely cover that.

I would hire a group of highly gifted political advisors and create a trust fund. Then, based upon their sound advice, I would use the money to where my state needs it the most.

I'd invest some, then buy as many businesses and as much land as possible, raze the buildings to the ground (bye, time share rentals and nail salons) and plant trees. Then I'd watch the invested money grow and do it again.

I'd buy a couple of sports arenas, to generate monies. I'd adequately staff the state re screening for legal residency in all public services arenas, i.e. schools, employment, jails, welfare system etc. Then I'd change the laws to provide incentives for businesses to move into my state to provide a bigger tax base and lots more jobs to go around.

Restructure the budgets and the way we're spending money. Teach all persons with disabilities (who were able to) how to start and run a profitable business. Cut off funding to illegal residents.

I'd throw it in my states tip jar. Hell 30 million of that would be needed just to balance my city's budget, let alone my state.

...New sidewalks. More running paths along the river and bike paths...and wooded hiking and walking area's. More children parks, and water parks. Better swimming pools...near and around EACH and every school. Better schools...classrooms, books... Outside workout area's (free) A few dog parks... inspections on all the bridges around town...and new ones built if they dont meet an expectancy. Renovation of the "ghettos"...Picking up the area and cleaning up the houses...planting tree's, parks...painting fences, and hauling off trash. Learning center and child care center in the middle of the ghetto's. BABY PARKS! A few more health department centers around town. New road signs put up in the rural and urban area's (cant have any wrecks!) and I dont know what else =)
