Help answer this question below.
my guess is you have let IE8 download, many people are finding their PC are having issues with this update, and are having to remove IE8 and going back to IE7.
In Vista you may also have to go into Internet options-security tab-reset all zones to default level
As IE8 will have messed them up
XP doesn't have this problem just put IE7 back.
You could install a later version of Internet Explorer from the microsoft.com download center.
Another thing that worked for me in the past is a free free program called "Advanced System Care" which seems to do a good job fixing glitches. There is also a $30 version of this program, but the free version always worked good for me. Download it from:

Try switching to modzilla firefox
Unfortunately Internet browser is probably the slowest/glitchy browser and that is why with windows 7 you can choose you computers main Internet browser. Replace it with google chrome or safari.
Why do you hate toolbars when you using any web browers?

I found an installer(offline) for Google Chrome browser. Why doesn't Chrome just
have one as part of the application? The app worked fine.

50-50 on most PC, on a new install doesn't seem to be a problem on XP or Vista, Win7 etc but a computer that has been online for say 1-2 yrs may issue's, as IE8 will cause security problems many times for systems and yet some just sail on though with no issue for a long while and then on down the road it hits them in strange ways, I have worked on as high as 5-7 in one day with these problems.
