It *is* taking a picture. And distributing it all over the net, stealing your credit card details and sleeping with your best friend's friend behind your back. If it's during startup, it could be the video card and drivers initialising, that's pretty normal. If it's while running, and somewhat frequent, you might want to look at: A) Upgrading your video drivers. B) Changing the monitor (borrow a friends before buying a new one) C) Scanning for viruses D) Changing the video card E) Changing the power supply. If it is reproduced through each of these, you might have stray magnetic fields (if it's a CRT), power fluctuations or ripples (so get a UPS), or someone is VNCing into your machine without your knowing.

Maybe because you are on drugs or are a mental patient.

Either your monitor is going bad is my guess, or mabye the video card is going out. Could be the cable as well but this is very very rare.

You probably have the "big brother" trojan. The screen really is taking pictures and sending to government agents who are tracking your activities. Disable your built-in camera and you should be safe. :)
