Don't feed him more. You probably have too much uneaten food in there already. As it decomposes, it creates toxins (poisons) that the fish has to live in. This could be enough to make him sick. Fish don't need more than it takes them to eat in a few minutes. Read the label on the fish food container for instructions. It's no good to dump out all the water and give him fresh water, because it will put him in shock. The best way to clean the tank is remove no more than 1/3 of the water and replace with de-chorinated fresh water. A week later replace no more than 1/3 of the water again with fresh. In this way you will have a clean tank, and hopeully a healthy fish.

If the fish isn't eating the food that your putting into the tank then it's pointless putting more in as you'll only pollute the tank. Stop feeding for a day or two then feed it just enough so it takes it a few minutes to eat it all.

If you have uneaten pellets in the tank, they could make the water so toxic that even a betta would not survive in it. I would suggest you remove all the uneaten food and do a partial water change. That might be enough to encourage the fish to eat.
