Maybe if these farmers changed the way they farmed and didn't waste so much water in the first place then their mains may have not been turned off

From what I've read on the official state of California web site it’s down to a combination of reasons... Firstly extremely low precipitation rates for the past 3yrs. Secondly a reduction in the amount of snow run off from the Rockies meaning Californian reservoirs are at an all time low. Thirdly, diversion of fresh water reserves directly to the sea to try & save the Delta Smelt, some sort of fish, this is imposed due to pre-existing environmental laws. Fourthly, California hasn’t invested in its water pipelines or reservoirs over the last two decades meaning they struggle to supply themselves
