Sometimes yes. There is an old saying that goes: evil triumphs when good people do nothing. Doing a kind act can set you against the norm of society...therefore it sometimes does show courage to show kindness instead of apathy.

Not always I am sorry to say. Sometimes kindness is offered in a vain to attempt to gain affection or acceptance from others which is not kind at all. . .just selfish. It also lacks sincerity. Kindness does show courage when a person puts aside something painful to them for the sake of helping others. I am happy to say I see this more often than the former.
