Many Questions do not fit into any of the existing categories, ending up in Outside the Bag. Can an ABer create new categories to the list?

You can always suggest new categories using the Feedback link below. They would have to be approved and might just be implemented.

You could suggest a category (your suggestion could eventually be rejected, though). "if you're suggesting a new category, please do that in the normal way, by using the “suggest a category” feature in the category where you think the new sub-category should go."
