Once you are a Citizen, you may sponsor your Partner to become a citizen of the Maple Kingdom. While the process is underway, your partner will be allowed to stay with you. If your partner does not wish to become a Citizen, they will need to gain a Work Permit at least. There have however been some changes introduced just recently, but they are mostly in regards to an Interim policy regarding same sex marriage. Might be worth looking in to with Citizenship and Immigration Canada.

Once you are a citizen of Canada, you would be able to sponsor your partner for immigration under the family sponsorship category. Your partner would be allowed to stay in Canada but would be prohibited from working until the application is accepted. Remember that if you are applying for Quebec you also need to go through Quebec immigration. There is no difference in the treatment of applications based on national origin or sexual orientation. Citizenship and permanent residency are two different steps in the naturalization process in Canada. You must be a legal permanent resident for at least three years in a four year period in order to apply for citizenship. Citizenship entitles you to all the same rights as other Canadians. Permanent residency is simply the right to reside in Canada under a continual basis. If you leave Canada for over a one year period, your residency rights can be revoked.
