  • Given enough energy, yes. Basically, with enough energy almost any particle can be created. But as fundamental particles, you cannot create anything from two electrons without adding energy.
  • As Alec points out - yes. LEP at CERN (the predecessor to the LHC) was essentially this - though it used a positiron and an electron rather than two electrons.
