For people who are 'budget minded' maybe. For others, they simply spend less money on other necessities. Like people who spend less on grocery shopping so they can keep affording alcohol and tobacco.
Personally I think the spending of limited resources on drugs just drives addicts and the mentally ill into a deeper financial hole from which they rarely escape. It is a cruel, mindless weapon against those people.
