Though I cannot deny or confirm that there aren't people genetically predispositioned towards their perspective of their world. I would argue a puristic definition that of either, the real deal can only be made. Genetics might play a role but it's only through living can one's perspective/perception of the world be developed.

I think they are born ...or possibly made in early childhood (before 7 yrs old).
