Sometimes if a ghost is earthbound (stuck to a specific location or belonging), they get bored and start watching the living. Seriously, what's the fun of being anchored to a site if you can't freak people out with their own intuition? To be fair though, it could also be the creepy neighbor next door, or some strange psychological neurosis like paranoia or something.
