Wow, this is a really difficult question to answer. Im fighting with morality here and want to say, "Beggers because they need it more!" but that is not always the case. And it really depends on if the busker is good or not at what he is doing. I did pay a busker to stop playing once. But regardless, I would have to say the begger, because seeing somebody in that position does (I am ashamed to admit) make me feel better about myself.

Well, as far as I'm aware, begging is illegal, whereas busking isn't...don't wanna be a party to a crime...

I think when you look into their eyes, you can tell or at least think you can tell who is probably deserving of your money.
