They can be both. It depends upon why the individual is crying. As a man I feel comfortable enough to cry if the situation compels me to do so. It's not a matter of thinking, but feeling. I've cried when my buddies have been killed in combat and by the words that have been said to me by children. There's nothing wrong with being a compassionate human being. On the other hand, if tears are for yourself and not another, they may be a sign of weakness.

If they're my tears, they're either a sign of very deep emotions that I've uncharacteristically let slip to the surface, or... well, likely some horrid type of physical pain, although I haven't hurt myself badly enough to cause tears in a few years now. I think, given your question specifically, they're a sign of strength, because they act as a signifier that a person is capable of experiencing very strong emotions, which in turn are often good motivators.
