  • You are suggesting that you can somehow "fine" the property owners for too much noise during hours when quiet can be reasonably expected. Unless the laws of your state allow that, it's not gonna happen, unfortunately. +5
  • No a Security deposit is supposed to be used for damages, with the exception that if you duck out on the rent, it is likely to be put towards that. In CA a landlord must supply receipts for repair or replacement due to damages within 21 days.
