The flash might help, but it will change the light and create odd shadows. Easier to turn up (or really, down) the shutter speed. If you can manually set the shutter speed to anything over 1/125 should capture a skateboarder without blur. If you're outside, getting enough light shouldn't be a problem. If you are inside and its darker, you'll have to choose an ISO that's higher (so more grain) and step up the aperture. I just realized that you might be using a point and shoot, and if you are, you can't change the speed or aperture and to be honest, I don't know how you would change the flash. Good luck!
