Pure skill. Over a large number of games, it is statistically certain that every player will get just as many good cards as everyone else. That's why it's called the President's Game.

While there is obviously some luck involved for short-term periods, the luck will unavoidingly even out in the long run. Provided you play enough hands (for cashgame) or tourneys, your performance will be proportional to your skill level. So if you play it right, poker is definately a game of skill.
