Ribosomes are not involved in transcription, and would therefore have no effect on it. Translation is another story. Having fewer ribosomes would decrease the speed with which new proteins could be synthesized. This would diminish the capabilities of a cell to grow and divide or to even react to environmental changes, possibly resulting in cell death, or worse, a cell not dying when it is supposed to do so. For example if a cell is subjected to too much heat the normal reaction is to synthesize a bunch of heat shock proteins to to repair the proteins that have become denatured during this event. So a cell that would then normally be able to recover from this even could die or cease to function properly. Conversely, if an even such as ionizing radiation (for example exposure to sunlight) cleaving a bunch of DNA in the cell nucleus, the P53 and associated family of apoptotic protiens might not be synthesized in time to cause the cell to self destruct quickly, allowing the cell to survive and become malignant.
