Does it generally take longer for a PC to start up or shut down?

It depends on the pc and but in my experience start up takes longer :)

Depends on the Operating System that is running, for example all Windows are notorious for a slow boot up/ shut down, whereas various Linux flavors I've used are lightning fast in that regard.

With XP, start up takes at least two or three times as long.

Start up usually takes longer depending on the processes/CPU speed, and the condition of your PC. (your settings and if you don't clean up often)
