No, although some borough councils do have their own flags.

The countries that form the United Kingdom each have flags. Regions [Eg: West Midlands] do not have flags or shields. Most counties do not have flags, but they have shields. Wales, Scotland and Ireland do, but other than that we dont really have our own flags. Other then the exceptions listed in other peoples answers.
