I haven't seen my son 3 times in 4 years since he lives in Wisconsin and I live in Arkansas. If I give up my rights, do I still have to pay child support?

Talk to an attorney. Some states will now allow you to relinquish rights (without the child being adopted by ex-spouse's present spouse) to enable you to get out of child support obligations. Most will not. Shame on you for not wanting to take care of your child.
