Guess it would depend on the gun and the quality of the bow&arrow. I'm sure an arrow would have beat some of the earliest guns.

While a ball shot from an old style muzzle loaded musket might not even travel a hundred yards, a nice modern high power sniper rifle can shoot a bullet several miles ... likewise, a small bow made of a simple green branch ripped from a tree, will not shoot a sloppy & heavy arrow as far as a nice heavy duty winch loaded compound heavy crossbow will shoot a nice light & balanced arrow or bolt ... so, although most modern gunshots will go further, your question lacks the details for an absolute answer ... it depends on the values you can place into the physics equation that will calculate the answer ... force, velocity, mass, resistance, angle of trajectory, etc.
