Is there a good basic video editing system for PCs? My needs are: edit video (no audio -- just editing home movies transferred to video), color-correction and (ideally) rotoscoping to clean dirt. Thx.

Try Studio Artist 2.0 or Ashampoo video editor as these are not as complex or involved as Adobe products and are much cheaper too.
