your local police station should have a lost and found section. Take it there and they can help track the rightful owner.

Yikes. That's a tough one. I would be hesitant to place an ad, because how do you know if it is the person who lost it? I guess that I would wait for a few months and keep a close eye on all of the personals and want ads and see if anyone posts something in the lost and found. I would also report it to the police and even the military so that if anyone calls to say it is missing there is a record of it.
