When i was 14 i got a paper round. Even though i was a girl. Anyway since i was so good at it i ended up being offered a job in the newsagents itself. :) If that is a no way, then you can work in some restuarants/cafes that let 14 years+ work washing dishes. Also you could go around people's houses asking if they need grass cut or car washed :)

I think the best would be to find odd jobs from people you trust that need to be done. Ask around relatives and neighbors that you know and find out if there is any service they need done that you would like to do. The elderly love company, maybe you could run errands and such, or just talk and read to them.
