If its just a basic format you are after, try wordpress for a complete easy-to-build customised FREE solution.
Mine cost me $350.00. I purchased a template and then added in my own content and then I pay about $20.00 a month for web hosting and a pushcart that is set up with paypal. Check out Avalon Rose Designs. It all depends on what you want the website for though.
Depending on your host, it can be from free to $$$. If you don't need professional hosting, you can probably host a website for free. As for building a site, there are many cheap (or free) website builders out there. A great one is Wix (wix.com).
