you can send messages in MS outlook and add a read recipt and it will email you for free whether the person has read it or not. you can also do a delivery recipt.

Do you mean how can you tell if a person has checked your mail as in they went into your email account and read your personal emails? Or do you mean how can you tell if they've read an email you sent them? Jaimin's got an answer for seeing if they've read the email you sent. I thought the reader could select not to send the read receipt, but it's been awhile since I used Outlook so I could be wrong. Knowing if someone has read your personal email - well you might notice that messages you haven't read yet aren't marked new any longer. Some programs will let you put the email back to New, though, after it's been read, so that might not work.
