Brian Mulroney was the leader of the Conservative Party as well as Prime Minister of Canada in 1992. He would retire a year later, massively unpopular with Canadians.

Actually there was no Conservative Party of Canada, in 1992. The closest party would have been the "Progressive Conservative Party" ...You might think that's just the same party with a different name, but that's not the case: The modern Conservative Party was actually formed by a merger of the Progressive Conservative party and the Canadian Alliance party. This new party was not formed until 2003.
