As a former Red Cross Water Safety Instructor (highest level they give), Boy Scouts of America Scout Lifeguard (highest level they give) and NCAA Division I swimmer (briefly) I submit the following for your consideration. You can develop a decent swimming technique with a relatively low level of fitness. But as with walking, cycling or virtually any other form of exercise/sport fitness matters. Obviously once you get the technique the act of swimming will improve your fitness. The important thing to remember is that swimming uses muscles in a way that does not benefit from certainly fitness activities.
