Single Phase panel has a Phase and a Neutral. Three Phase panel can have 3 Phases only ( for DELTA Connection ) OR 3 Phases and a Neutral ( for STAR Connection ). Single Phase connection will be 110/ 115/ 120/220/230/ 240 V, depending on which country you are in. Same in a 3 Phase STAR Connection. 3 Phase DELTA Connection will be 380/400/415 V,depending on which country you are in. If in doubt - contact an electrician or a knowledgeable person. Do not take any risks.

So why is it called a single phase panel if it has 2 phases?

A single phase panel is design mostly to distribute single phase power to each user... half the users are generally on one phase half the users on the second phase ... but there is always a need for 220 (or 240) for some appliances therefore it allows two seperate phases to provide that with a special breaker using each one of the two phases. a three phase panel on the othe hand is designed to send 3 phase power to every user...
