Mr. Sandman arrived in 1954 at a time when World War II was fading from memory and America was in an orgy of consumerism, car culture, and living the suburban dream. The song expresses the carefree attitude prevalent of that time that was soon to be shattered with civil rights protests, black power, and the Vietnam war.

Young teens have the largest proportion of disposable income (from their parents of course) and have always spent a lot of it on music. It's not reflective about the society as a whole, and the eras don't matter.
