How do you formally accuse a real estate management company of financial improprieties?

    Write to the Real Estate Commission or whomever is the licensing authority in that jurisdiction.

    Carefully, tactfully and with puh-LEN-ty of solid evidence to back up your claim, preferably via atty. In addition to a written complaint to RE firm's licensing body (which may be a co-defendant!), presumably, you'll be making a monetary claim against RE outfit for these improprieties. This is where mouthpiece starts earning his bread and butter!
