A bet which you do not vary i.e., if you are flat betting five dollars, you are betting $5 each and every hand without changing the betting amount from one hand to the next.

Flat betting means betting the same amount over and over again in your gambling. For example, say you play Roulette in a casino and your starting bet is 10 dollars, then you continue betting 10 dollars continuously without changing it, always betting 10 dollars, that is flat betting.
