Simple, their accident rates are higher.
Insurance companies pay VERY close attention to accident statistics. If they didn't, they wouldn't stay in business very long. The truth is that inexperienced drivers are riskier than average, and hormones surging through young bodies makes many of them aggressive and prone to 'daring' displays.

Because they get away with charging these amounts without anybody giving out cuz nobody takes the youth seriously.
And the fact that they crash more might shove it up.

They crash more, coz they are rubbish drivers (on average), so are a higher risk.
Intrestingly, most young drivers think they are way better than average drivers :-)
