Hi, I"m Gordon from Question the Mainetenance Guy. I would never retile over existing tile. Tile is to slick a surface for anything to adhere to properly. Even if you were to ecth the tile with ,it would not be recommended. Ecthing with acid would cause the existing tile to buckle causing an unstable support system. You will have to remove the existing tile and resurface before you retile or YOU WILL HAVE PROBLEMS LATER! The solution to the problem is buy a Home Depot Home Improvement 1-2-3 and or Tiling 1-2-3 Book, for around $15, this will teach you how to tile properly. Next buy and 7 in 1 tool for removing and cleaning the mortar underneath. There's two I recommend; either the Fein Multi-Master 7 in 1 tool for $486 online or the Rockwell 7 in 1 for $119.99 at Sears. There you go, YOU CAN DO IT! I hope this helped. I would suggest you ask at the place where you buy the new tile, what they would recommend. It is probably a good idea to take a piece of old tile along so they can look at it.

I'm no expert, but I wouldn't tile over existing tile.

When repainting a surface, the first thing that is done, is the old paint is removed.

That is what I would do with the old tile, if it was my pool, because I think you will have nothing but problems down the road, with the old tile beneath the new.
