In the world of brewing wines or beer, or making cordials, "racking" is a process where you syphon off the clear liquid after all the sediment has been allowed to settle to the bottom of the container. . For example, when making cordials, after straining all the solids out of the mix, the remainder is allowed to settle in glass jars or containers to allow the remaining suspended solids to settle to the bottom. After a few weeks, you will see a crystal clear liquid on the upper portion. A tube is then used to syphon, or drain off, the clear portion into bottles. This is racking.
