both are right, it depends upon what type of hydroplane your taking about a hydroplane is any boat designed to skim just on top of or out of the water. the ones that ride out of the water are technically called hydrofoils and at speeds the boat lifts out of the water and ride on little wings. hydroplanes normally just have specially shaped hulls so that at speeds most of the hull rises out of the water.
