  • You go down to the DMV, pay the registration fee, and get a temporary registration, which allows you to get your car out. You then get it smogged and submit the smog certificate to the DMV. Most of the policies in California have everything to do with making money, and very little to do with the alleged purpose of the policy (e.g. environment in the case of smog checks). So long as California gets your money, they are willing to extend your time to comply.
