That is an age only to the person speaking of the happier times THEY have had, not a definative age.

The good old days can be last week to some, depending on which days were good. But when we use this phrase we often mean several years possible 20+ years where most things have changed.

Anyone can be nostalgic, but I would say 10 years old (remembering things from 5 years old, say before a move, a new school, a family break up, etc.) is probably the youngest. Most people don't get nostalgic until they are at least in the 20s, remembering the good times when they were a kid. ;-)
